Comments from the Editor

2006 marks the third year of my term as Editor of the Journal of Statistics Education (JSE). The journal continues to receive a healthy stream of submissions (a little under 100 a year, excluding Data Sets and Stories submissions). Each of the three issues published each year contains about a half dozen articles and one or two Data Sets and Stories. Over the past couple of years this works out to an effective acceptance rate (the number of articles published divided by the number of articles submitted) of a little under 20%. This is an important number for some as it indicates that JSE is a very selective journal that carefully reviews submissions. The Associate Editors and reviewers have done an excellent job of providing constructive criticism to authors and for greatly improving the content and quality of the papers published in JSE.

I often get emails from prospective contributers about the review process and expected review time. During the change from one Editor to the next, you can expect that the time to first action will increase as the new Editor learns the ropes. During the 4 month overlap with Tom Short (2003) and the first year of my editorship (2004) the time to first action was very slow for a number of contributers. This improved for submissions in 2005. For all submissions during 2005, the median time to first action was 50 days (or approximately 7 weeks). The American Statistical Association's Committee on Publications is implementing a standardized method of reporting time to first action. In addition, to an median time to first action for all submissions, a median time to first action by review category is also calculated. Some submissions do not fit the mission of JSE or have serious flaws, e.g. incorrect statistical analyses performed or results having been published previously. These are often handled by the Editor (Level 1) or the Editor and an Associate Editor (Level 2). For 2005 the median time to first action for Level 1 reviews was 17 days and for Level 2 reviews was 48 days. Submissions that go out for full review (at least two reviewers selected by an Associate Editor or the Editor to review the submission) take quite a bit longer. For 2005 these Level 3 reviews had a median time to first action of 165 days (five and a half months). The Editorial Board of JSE is working on reducing this review time without sacrificing thoroughness on the part of the reviewers. Level 1 and Level 2 reviews almost always result in a rejection whereas most of the papers that are eventually published come from Level 3 reviews. In this case, if you haven't heard from JSE within 7 weeks this is not bad news.
